First of all, what is Telegram? According to their website,
Telegram is a messaging app with a focus on speed and security, it’s super-fast, simple and free. You can use Telegram on all your devices at the same time — your messages sync seamlessly across any number of your phones, tablets or computers.
With Telegram, you can send messages, photos, videos and files of any type (doc, zip, mp3, etc), as well as create groups for up to 5000 people or channels for broadcasting to unlimited audiences. You can write to your phone contacts and find people by their usernames. As a result, Telegram is like SMS and email combined — and can take care of all your personal or business messaging needs.
In November of 2015, Telegram began shutting down the constant ISIS channels that were popping up. The best way for ISIS to keep up with the continuous termination of their public channels is to link channels together so that members know how to find the new channel.
What makes Telegram appealing to terrorist organizations is that it is highly encrypted and allows messages to be set to self destruct between users, unlike other messenger apps. Terrorists are now being specifically trained on how to keep up with spreading their message through technology, all while avoiding being shut down. The CEO of Telegram, Pavel Durov, is constantly trying to close these public Telegram accounts. What are equally as troublesome, though, are the private channels which Durov has made no comment on. Al-Qaeda also has historically used Telegram for promoting their organization as well as for communication with media.
Featured throughout the ISIS Telegram channels is a 24-hour help desk where members can go with questions or comments. The desk is staffed by senior operatives of ISIS who are aware of the ever-changing technology policies and know the manual encryption techniques that show which apps are the safest to use for propaganda.
Telegram has been used in coordinating the Paris attacks and was also used in the planning of an attack on Australia that was caught by authorities before it could be executed. While Telegram is a huge recruiting source for new members of ISIS, it is also used to fundraise for weapons.
